The Effective Development Group News 2008

Nepal, November 2008

For the third year in a row, the Effective Development Group has provided Monitoring and Evaluation training to staff from the Swiss Agency for Development and Cooperation (SDC). Two workshops on Outcome Monitoring Summary have been moderated by EDG with the participants being programme officers from the 6 cooperation offices in the region: Afghanistan, Pakistan, India, Nepal, Bangladesh and Sri Lanka.

Fiji, October 2008

EDG provided support to the AusAID Textile, Clothing & Footwear Training & Productivity Support Program in Fiji, interviewing various stakeholders and bringing together multiple logical frameworks.

Australia, August 2008

During two morning sessions in August, EDG led an enthusiastic group of project staff from Australian Business Volunteers, Canberra through the basics of Monitoring and Evaluation. Responses from the workshop showed that the staff had learned more about M&E tools they can use within their programs and have been challenged to make their processes simpler and appropriate.
ABV is an NGO who receives a majority of funds from AusAID to support Australian volunteers in eleven Asia-Pacific countries.

Timor-Leste, August 2008

In August, EDG undertook a review of the Performance Assessment Framework (PAF) of the Public Sector Capacity Development Program (PSCDP) financed by AusAID and managed by GRM. The review took place in Dili in close collaboration with the PSCDP Project Manager and the in-country management team. While the existing M&E tools are numerous and well-designed, the review suggested a revised PAF, with objectives defined on the basis of the program intervention logic and a new methodology that focuses on the collection and analysis of information relating to a higher level of program outcomes.

Timor-Leste, June 2008

EDG worked on the M&E Framework (MEF) design of the AusAID funded East Timor Law & Justice Facility.
EDG consulted with team members with whom they will be rolling out the MEF over the next four years.
The Facility goal is to contribute to fair and timely access to justice for all men, women and children in Timor-Leste. Its first task is to support the development of a sectoral strategy and its implementation, bringing together the Ministry of Justice, the Courts, the Office of the Prosecutor General and a plethora of civil society organisations involved in the Law & Justice sector. In a country where such a sector is intrinsically linked to national peace and stability, this is no small challenge.

The Philippines, May 2008

EDG provided assistance to AusAID with the proposal of an M&E Plan for The Philippines - Provincial Road Management Facility (PRMF) – which will assist provincial governments in selected provinces of Mindanao and the Visayas to implement a comprehensive capacity building program alongside the provision of physical road rehabilitation and maintenance work. The physical works should show the benefits of using contractors to carry out maintenance rather than using in-house staff. The Facility, currently at a design stage.
